On July 1, 2020, California State Water Board’s November 2018 amendments to the Industrial General Permit Order took effect. The modifications implement Sufficiently Sensitive Analytical Test Methods, Total Maximum Daily Loads (TMDL), and Statewide Compliance Options incentivizing onsite or regional stormwater capture and use. Thirty-six TMDLs were adopted into the order and include water bodies in the San Francisco Bay, Los Angeles, Santa Ana, and San Diego Regional Water Board areas. Industrial stormwater operators who discharge specific pollutants related to these TMDLs can be subject to permit violations, corrective actions, and possibly mandatory minimum penalties.
