Six months ago, when I discussed privatization at the Clean Water Tax Summit meeting in Washington, D.C., and Los Angeles, it was necessary to define privatization, explain how it could be used, and list its benefits and disadvantages in some detail. At that time, the prospect of congressional changes in the tax code in use of Industrial Development Revenue Bonds (IDBs) cast a long shadow of uncertainty over the privatization scene.
