In the spring of 2001, the Kansas City Missouri Water Services Department (WSD) completed development of a Competitive Business Plan (CBP). This planning effort was part of a citywide program–Kansas City Government Optimization, referred to as KC-GO. The purpose of this CBP is to identify how WSD will improve service levels and minimize annual operating costs to provide the best water, wastewater and stormwater services possible. Implementation of this CBP will require significant additional capital investment. The levels of improved service and savings in O&M costs that can be achieved are highly dependent on the degree of additional capital investment that is made. Through the extensive optimization actions identified in this plan, WSD will achieve between $129 and $217 million of O&M savings over the next 10 years, which will be applied toward the necessary capital investment. A preferred approach to implementation and three options have been presented to the City’s Competitive Review Committee and the City Council for review and adoption.
