Eliminating non-point pollution, which cannot readily be traced to a single-point source, is a major challenge in meeting the Clean Water Act's goal of making the nation's waterways fishable and swimmable. The U.S. Environmental Protection Agency has identified sediment as a major pollutant of the nation's rivers and estuaries. Although urbanization is not the most significant contributor to the nation's sediment problem, urban streams are importan resources to the large percentage of the nation's population that live within urban areas. Therefore, sediment control programs that maintain and improve the integrity of urban streams will improve the “back yards” of many.
