The City and County of San Francisco is presently confronting water pollution with a total liquid waste management program based upon a comprehensive evaluation of the city’s water pollution abatement problems in the areas of collection, industrial wastes control, treatment, and ultimate disposal of water borne wastes. While this paper is devoted to the problem of marine disposal of the liquid waste fraction, a brief history and description of the other facets of the total program will place the marine disposal aspect in proper perspective.
