The Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500) not only addresses pollution abatement, but stipulates certain financial requirements that each municipality must satisfy to obtain grant funds. These requirements have two basic objectives: (1) to promote the economic self-sufficiency of publicly owned treatment works (POTWs); and, (2) to recover the costs of abatement directly from the sources of pollution.
