As communities and public agencies across the country wrestle with how to address our next water quality challenge – stormwater – there are communities that are already making significant progress in solving these issues. Montgomery County, Maryland is home to just under 1 million residents, covers just over 500 square miles (1,300 km2 ) and is located immediately to the north of Washington D.C. In February 2010, the County received the third permit cycle of their NPDES MS4 permit. The permit includes a number of very ambitious goals that must be met by February, 2015. This presentation will discuss the overall regulatory requirements as stated in the County’s NPDES MS4 Permit as well as the County’s Water Quality Protection Charge (WQPC) that generates funds for the MS4 program.
