Due to limits on funding for EPA and other state and local agencies to provide regulatory oversight of biosolids management programs, a pilot-scale quality assurance consulting program (the program) was conceived and implemented by the Northwest Biosolids Management Association (NBMA). The objective of the program was to offer biosolids program compliance evaluations on a voluntary, no-charge basis to agencies in the Pacific Northwest. The evaluations were similar to a compliance audit and provided constructive observations and comments for biosolids program compliance improvements and maintenance. A private consultant with extensive biosolids management experience was retained to conduct the evaluations and provide written comments. A fundamental task was to develop a checklist for use in evaluating biosolids programs. The objective for the checklist was both to provide an immediate tool for the program and to serve the needs of others that might consider this type of program in the future.
