Faced with fines totaling more than $100,000 for regularly exceeding its silver effluent limit of 1.2 ug/L, the Wastewater Department of Colorado Springs (Colo.) Utilities was able to apply a computer model and initiate extensive sampling to prove that the exceedances resulted from a $27-million advanced wastewater treatment treatment construction project.
